Handbook on Civil Registration and Vital Statistics Systems: Preparation of a Legal Framework (1998)

This handbook is one in a series of five prepared by the United Nations Statistics Division, with financial support from the United Nations Population Fund, under the auspices of the International Programme for Accelerating the Improvement of the Civil Registration and Vital Statistics Systems initiated in 1991.

Handbook on Civil Registration and Vital Statistics Systems: Management, Operation and Maintenance (1998)

This Handbook provides guidance to countries for the improvement of their civil registration and vital statistics systems and background and specifications for developing and establishing civil registration and vital statistics systems in countries that do not yet have such systems in place.

Handbook on Civil Registration and Vital Statistics System: Developing Information, Education and Communication (1998)

This handbook provides guidance to countries to design and conduct information, education and communication activities to support national civil registration and vital statistics systems. It covers development of a communication action plan for community workshops and meetings and for media, and special techniques to reach target groups and less privileged populations and those who live in rural areas. It also discusses resource mobilization, development of the time frame, required resources, and identification and mobilization of human resources.

Handbook on Civil Registration and Vital Statistics Systems: Computerization (1998)

This Handbook provides guidance to national authorities for the development of data processing systems for civil registration and vital statistics systems. It focuses on advance planning for computerization and proposes options for countries to consider, including model organizational structures for computerization.

Handbook on Training in Civil Registration and Vital Statistics Systems (2002)

This Handbook provides guidance for developing national capability to operate and maintain, in a coordinated manner, the fundamental systems of civil registration and vital statistics. It contains course material, consisting of 23 modules that can be adapted to conduct an effective and comprehensive training on the essentials for civil registration and vital statistics systems. The modules address a range of issues related to the establishment, operation and maintenance of reliable civil registration and vital statistics systems.

Principles and Recommendations for a Vital Statistics System - Revision 3

The third revision of Principles and Recommendations for a Vital Statistics System published by United Nations Statistics Division provides guidance on establishing a functioning system for collecting, processing and disseminating vital statistics; improving sources of vital statistics, primarily the functioning of the civil registration system and its components; and the role of complementary sources of vital statistics, such as population censuses, household surveys and public-health records. 

APAI-CRVS Strategic planning guidelines

The present strategic planning guide has been compiled to assist countries with the development of a civil registration and vital statistics (CRVS) strategic plan and work programme following a comprehensive assessment process.

 

APAI-CRVS Assessment guidelines and tools

These guidelines and tool have been prepared to assist countries in undertaking a comprehensive assessment of their Civil Registration and Vital Statistics (CRVS) systems and in the development of a national CRVS strategic plan. The guidelines provide specific steps for assessing a national CRVS system, sets out the range of options for organizing the exercise, as well as specific issues for investigation. The assessment tool is developed to guide countries to comprehensively and holistically review their CRVS systems with the objective of generating evidence that will guide the improvement efforts.

CRVS Digitization Guidebook

The Civil Registration and Vital Statistics Digitisation Guidebook (CRVS-DGB) is an online resource that provides step-by-step guidance for countries to plan, analyse, design and implement digitized systems and automated processes for CRVS. It has been developed by the African Regional Core Group on CRVS under the technical leadership of Plan International supported by Economic Commission for Africa and African Development Bank in collaboration with country experts across Africa. Jembi Health Systems, South Africa, provided the technical support as consultant organization.
